Matthew (Matt) Decker, Chief Data and Information Officer (CDIO)

Matthew Decker is the Chief Data and Information Officer at NASA’s Jet Propulsion Laboratory. He was appointed to this position on April 2023 and is responsible for providing strategic focus and guidance for Information Technology (IT), software solutions and recommendations, data and analytics, and advanced computing applied across the laboratory and mission support.

Prior to JPL, Matthew served 7.5 years as the Chief Information Officer for the Applied Research Laboratory (ARL) at the Pennsylvania State University (PSU) where he formally established the classified and unclassified information technology and cybersecurity organizations, and provided continued vision, strategy, and direction for integration and operation of strategic capabilities for the laboratory. Matthew also simultaneously served as the Interim Vice Provost and Chief Information Officer of the Pennsylvania State University in 2016 supporting digital transformation and leadership transition activities for all 24 University campuses and approximately 85 distinct IT units facilitating the academic, administrative, and research missions of the University.

Previous to his role as CIO at ARL, Matthew was the Chief Information Officer of Honeywell Federal Manufacturing and Technology (FM&T) where he provided direct input to the Department of Energy, National Nuclear Security Administration, and Nuclear Security Enterprise policy, technology, and security direction; owned the site-specific innovation, research & development, planning, integration, and operations of IT strategy within the broader FM&T business; and participated in Honeywell International security business development teams. Matthew was with Honeywell FM&T for nearly 16 years.

Matthew holds a Bachelor of Arts in Telecommunications Management from DeVry Institute of Technology in Kansas City, Master of Arts in Management and Leadership from Webster University, and Master in Business Administration from Webster University.
